Regulations for sharing library collections
I. Introductory Provisions
§1
These regulations define the principles of making available collections owned by the Medical University of Lublin, hereinafter referred to as the University, and materials obtained on the basis of license agreements and through interlibrary loans.
§2
1. Library collections are available:
a. presently, i.e. on site:
• in the scientific reading room of the Main Library
• in the general reading room of the Main Library
• in the reading room at the Student Branch
• in the Computer Lab of the Main Library
• in specialist libraries
b. by individual loans:
• at the Student Branch – students of the Medical University of Lublin
• at the Lending Desk of the Main Library
• at the Interlibrary Loan
• in specialist libraries
c. in network access under applicable licenses,
d. through various forms of reproduction in accordance with copyright law and applicable licenses.
§3
1. For using the library and information system, the University may charge:
a. fees for library card activation, late return of borrowed items, destruction or damage to library materials and loan deposits;
b. fees for services provided.
2. The amount of the fees is set by the director of the Main Library and approved by the Rector of the University by means of an ordinance.
II. Reading Room Regulations
§4
1. All interested persons have the right to use the library collections on site.
2. In the reading room you can use:
a. reference book collection,
b. the book collection located in the warehouses,
c. library collections imported through interlibrary loans from other libraries,
d. own materials,
e. computer stations
f. own computer and reprographic equipment (scanner, digital camera) provided that it does not interfere with the work of other people and does not violate the law.
§5
Users of the reading room are obliged to:
a.confirmation of identity,
b. entry in the visitor's book,
c. reporting of own materials brought in,
d. handle the library collections provided with care and report any missing or damaged items to the librarian on duty,
e. maintaining silence and not using mobile phones,
f. ban on eating,
g. leaving outerwear, briefcases, backpacks, handbags and umbrellas in the cloakroom.
§6
1. The use of library collections located in the storage rooms is possible after legibly filling in the order form with the reference number. The order must be placed no later than 30 minutes before the closing of the reading room.
2. Taking library materials outside the reading room (e.g. for photocopying or scanning) is only possible with the consent of the librarian on duty.
3. Used materials must be returned to the librarian on duty.
III. Rental Regulations
§7
The right to borrow money externally is granted to:
1.In the Main Library:
a.employees of the Medical University of Lublin, retired employees of the University,
b. students of the Doctoral Studies at the University,
c. employees of entities performing medical activities in Lublin,
d. researchers from scientific institutions in Lublin,
e. employees of entities performing medical activities from the Lublin province after paying a deposit. The amount of the deposit should correspond to the current value of the books being borrowed. The minimum amount of the deposit is specified in the price list. The deposit is returned after settling the liabilities to the Library.
2. In the Student Branch: students of the Medical University of Lublin.
§8
1. The following items are not subject to external lending to individual readers:
a.materials contained in the reference collections,
b. magazines,
c. prints published until 1945,
d. rare and valuable materials,
e. doctoral theses, master's theses and habilitation theses held by the Main Library in 1 copy,
f. original documents obtained through interlibrary loans,
g. items damaged and requiring maintenance.
2. The documents listed in point 1 may only be used on-site in the reading rooms.
§9
1. The document entitling you to borrow books externally is a library card.
2. The condition for receiving a library card is to complete and sign a declaration and present a proof of identity. In addition:
a. students of doctoral studies at the University submit their doctoral student ID,
b. University employees not listed on the University's website and other persons submit a certificate of employment,
c. interns submit a certificate from the place of internship.
3. The library card may not be transferred to other persons.
4. The owner of a library card is obliged to notify the Library of any change of address or place of employment.
5. For registration in the Library and issuing a library card to the persons mentioned in § 7 item 1 letter c.e., a fee is charged in accordance with the price list.
6. For issuing a duplicate library card a fee is charged in accordance with the price list.
7. The document entitling students to borrow outside resources is the electronic student ID.
8. The owner of a library card is obliged to notify the Library in the event of loss or destruction of documents entitling them to borrow books externally.
9. Before obtaining a diploma or leaving the university, employees and students of the University must obtain confirmation of settlement with the Library on the circulation card.
§10
1. Borrowed library materials are entrusted to the care of the reader, who should check their condition in the presence of the librarian and report any defects (highlighting, annotations, mechanical damage, missing items). The reader is financially responsible for any damage not revealed at the time of borrowing library materials but discovered upon their return.
2. The reader is obliged to treat borrowed books with care. It is not permissible to tear out pages, make underlinings, markings, fold pages, etc.
§11
1. Library collections are made available for a period consistent with the status defined for individual user groups, i.e. for 6 or 3 months.
2. In the absence of orders from other users, it is possible to extend the rental period.
3. In exceptional cases, the Library may request the return of an item before the set deadline or, at the time of loan, stipulate an earlier return date.
4. Ordered books not collected within 7 days will be returned to the warehouse and the order will be canceled.
§12
1. The following external loan limits are established:
a. first year students up to 20 positions,
b. students of other years up to 10 positions,
c. University employees and doctoral students up to 5 positions,
d. other persons to 4 positions.
2. At the beginning of the academic year, the Student Branch may limit the number of textbooks loaned to students.
§13
1. Failure to return borrowed library materials on time will entail the following consequences:
a. charging a fine in accordance with the price list,
b. an individual written warning,
c. temporary deprivation of the right to use the rental facility until the fine is paid.
2. In the case of persons mentioned in § 7 item 1 letter e, failure to return a book after sending a reminder by registered mail twice or within 6 months from the day on which the deadline for returning the borrowed item expired, shall result in the settlement of the fine from the deposit paid by the reader. The settlement of the fine does not release from the obligation to return the borrowed items.
3. In justified cases, upon written request of the reader, the Director of the Main Library may reduce or waive the fee.
§14
1. In the event of loss or destruction of library materials, the reader is obliged to:
a. buy a copy of the same or newer edition, or
b. provide another work or works available for sale and indicated by the Library, or
c. pay, against receipt, an amount corresponding to the antiquarian value of the book.
2. The actual value of the work is determined by the Library based on an analysis of antiquarian prices and the current costs of purchasing library materials.
3. Matters related to lost books are dealt with by the manager of the Lending Desk of the Main Library or the manager of the Student Branch.
§15
1. In the event of loss or destruction of library materials, the reader is obliged to:

b. provide another work or works available for sale and indicated by the Library, or
c. pay, against receipt, an amount corresponding to the antiquarian value of the book.
2. The actual value of the work is determined by the Library based on an analysis of antiquarian prices and the current costs of purchasing library materials.
3. Matters related to lost books are dealt with by the manager of the Lending Desk of the Main Library or the manager of the Student Branch.
IV. Interlibrary Loan Regulations.
§16
1. The Interlibrary Loan service provides readers with books, periodicals and copies of articles imported from other libraries in the country and abroad.
2. The condition for accepting the order is the lack of the sought items in the collections of Lublin libraries.
3. The Interlibrary Loan Service provides books and periodicals on orders placed by other libraries in the national library network.
4. Original materials are made available for one month or for a period specified by the lending library.
§17
1. The following persons are entitled to use the Interlibrary Loan:
a. University employees,
b. students of doctoral studies at the University,
c. other persons payable in accordance with the price list.
The payment principles assume covering the costs associated with importing or providing materials. They may consist of:
a. the cost of making photocopies and scans,
b. postage or bank transfer costs,
c. fees for obtaining text through electronic document distribution systems,
d. media price for some copies in electronic format.
§18
Original documents brought in by the Interlibrary Loan are made available only in the reading rooms of the Main Library. Materials received in the form of photocopies or electronic form are the property of the reader.
V. Reprographic services
§19
1. The scope of reprographic services provided is regulated by the Act on Copyright and Related Rights of 4 February 1994 and licenses for access to scientific sources signed by the University.
2. Copies may not be made from unpublished works.
3. Reprographic services are paid for in accordance with the price list. The prices are a reimbursement of the costs incurred by the Library for the provision of services.
4. The Director of the Main Library may waive collection of fees for reprographic services provided to other libraries on a reciprocal basis.
VI. Scientific information services and bibliometrics
§20
1. The Department of Scientific Information and Documentation, hereinafter referred to as the Information Department, provides services in the field of scientific medical information for research workers, students and doctoral students of the University and, to the extent possible, for other persons conducting scientific and research activities.
2. The Information Department conducts individual training in searching for information in traditional and electronic sources.
3. Information services covered by the price list are subject to payment.
§21
1. The Information Department staff registers the scientific achievements of University employees based on sources available in the Library and publications provided by the authors.
2. The Information Department employees perform individual bibliometric analyses for employees and students of the University based on the Bibliography of publications of employees of the Medical University of Lublin database and in accordance with the regulations currently in force.
3. For persons who are not employees or doctoral students of the University, bibliometric analyses are prepared on the basis of the list of publications provided by the author.
4. The time needed to prepare a bibliometric analysis is determined individually.
5. In exceptional cases, the Information Department may temporarily suspend the preparation of individual analyses.
VII. Regulations for using the Computer Lab
§22
1. The Information Department is responsible for the operation of the Computer Lab.
2. All persons interested in medical scientific information have the right to use the Computer Lab.
a. employees and students of the University, employees of entities performing medical activities and employees of scientific institutions – free of charge,
b. other users – on payment terms specified in the price list of library services.
3. Computer stations are for scientific and teaching purposes only.
4. The use of computers is prohibited:
a. for commercial purposes,
b. to perform activities that infringe the copyright of the creators and owners of the software or data,
c. to perform other activities that violate the law.
5. Installing additional software and making changes to existing configurations is prohibited.
6. The User of the Study Room is obliged to register on the computer and present a valid identification document to the librarian on duty.
7. The time of use of computer stations is not limited, provided that there are free stations available for other interested persons.
8. Session results can be archived free of charge on your own electronic media or printed for a fee. It is not allowed to print materials exceeding 50 pages.
9. In the event of a violation of the applicable rules, the librarian on duty has the right to immediately interrupt the user's session.
10. If a reader leaves the workstation without informing the librarian on duty, the space will be made available to another user without securing previously collected data.
11. Any damage to information materials, irregularities in the operation of computers, software, etc. should be reported to the librarian on duty.
§23
Persons using the Computer Lab are also obliged to:
a. leaving outerwear, briefcases, backpacks, and bags in the cloakroom,
b. maintaining silence,
c. not to bring food products into the Workshop,
d. not using mobile phones,
e. return the materials and end the session 15 minutes before the closing of the Studio.
VIII. Regulations of the specialist library
§24
1. The specialist library is part of the University's library and information system.
2. Professional supervision over the activities of the specialist library is exercised by: the Director of the Main Library and the Head of the Departmental Libraries Section of the Main Library.
3. The specialist library reports to the head of the given organizational unit.
4. The head of the organizational unit is obliged to provide the specialist library with appropriate premises, equipment, security of collections and staffing, and is also responsible for the library's assets.
§25
1. A specialist library is run by an employee designated by the head of the organizational unit or a librarian delegated from the Main Library, if it has an appropriate number of positions. The head of the organizational unit notifies the Section of Departmental Libraries of the Main Library of any changes in the person running the library.
2. The responsibilities of the person running the specialist library include:
a. providing books and magazines and keeping records of loans,
b. periodically carrying out an inventory of the book collection with the participation of an employee of the Departmental Libraries Section of the Main Library.
§26
1. The collections are made available on-site or loaned outside the library.
2. The collections may be used by: employees of the given unit, other organizational units of the University, clinical hospitals.
3. Books and magazines are loaned for a period of 3 months or for another period agreed by the head of the organizational unit.
4. For each borrowed book or magazine, the reader fills in a receipt or confirms the loan in another form applicable in a given organizational unit.
5. In the event of loss of a book or magazine, § 14 of the Regulations on Sharing shall apply.
§27
The specialist library provides the Main Library with the collections needed for interlibrary loans.
IX. Final provisions
§28
1. The Reader shall cover all costs resulting from his/her failure to comply with the regulations and incurred by the Library, including the replacement of destroyed or repair of damaged library devices and equipment.
2. In matters not regulated by these regulations, decisions are made by the Director of the Main Library. The Director's decisions may be appealed to the Rector of the University.
