Current status of open publishing programs 2025:
ATTENTION:
Due to repeated questions regarding the possibility of refunding APC fees from the Springer open publishing program, we inform you that the publisher does not provide such a possibility. This means that articles accepted for publication from January 2025 until the launch of the program in 2025 will not be financed under this program. The program will only apply to articles accepted for publication after its launch.
Open Publishing Program Elsevier under the national license 2022-2024. NOTE: the program was suspended after using up the pool of 1013 articles for 2024. The program is planned to be resumed in the first quarter of 2025 after receiving funding from the Ministry of Science and Higher Education and after signing a new agreement for a national license with Elsevier. The draft of the new agreement provides that articles accepted for publication in the current year after signing the agreement will be eligible for the program and the date of sending the article to the journal will not be important. The publisher does not provide for the possibility of retroactive activation of articles; only articles accepted for publication after the launch of the program will be covered by the program. The list of journals covered by the program will most likely remain the same as in 2024 (see link below), unless the Ministry of Science and Higher Education decides to fund an increase in the scope of the national license. Authors' affiliation in the Elsevier program is verified by local administrators at the institutions. [update from 17.01.2025]
Consortium Open Publishing Program ACCS 2023-2025. Last update 09.01.2025: The program is operational from 1 January 2025 with a pool of 437 articles for 2025.
National License Open Publishing Program Springer. NOTE: the program was closed due to the use of all 1363 articles from the available pool for 2024. The resumption of the Springer program will be possible in the first quarter of 2025 after the Ministry of Science and Higher Education has awarded funding for 2025 and after signing a new agreement with the publisher. The publisher does not provide for the possibility of retroactive activation of articles; only articles accepted for publication after the launch of the program will be covered by the program. In 2024, the pool was launched at the beginning of April and initially included 1363 articles, to which 89 articles were purchased in November this year and 14 spare articles were added, which are due in the event that the pool ends before the end of the year. Further increase of the pool in 2024 was not possible due to restrictions related to the Public Procurement Law. Authors' affiliation in the Springer program is verified only by local administrators in institutions. [update of 17.01.2025]
Open License Publishing Program LWW. Last update 13.01.2025: 12 items were used from the pool of 17 vouchers for 2024 (5 of which were retroactive). The pool can still be used in early 2025 until a new agreement is signed with the publisher and the pool for 2025 is launched.
Open License Publishing Program T&F. Update 16.12.2024: all articles from the pool of 97 articles for 2024 (for the whole of Poland) have been used. The TF program will be resumed in the first quarter of 2025 after the Ministry of Science and Higher Education has awarded funding for 2025 and after signing a new agreement with the publisher. In 2025, the pool of articles is 137. In 2024, the pool was 97 articles.
